SOE Company HSE Concept

The SOE Company has implemented the “VISION ZERO” concept – the HSE (Health, Safety and Environment) concept, according to which injuries, deaths, accidents and other negative consequences from operational activities are unacceptable.

Occupational safety is at the heart of everything we do at SOE and is critical to our success. Every day we strive to work safely, respecting the community in which we work, protecting the environment. We expect and encourage safe behavior and take responsibility for the well-being and safety of people, ensuring the safe implementation of our projects and operations.

Seven “golden rules”

One of the main principles of the SOE Company’s policy is the priority of the life and health of employees, the full responsibility of the managers of the company’s enterprises for creating safe and healthy working conditions.

The company builds its work in this direction on the basis of the industrial occupational health and safety management system, which is constantly updated and improved in accordance with international standards.

The company is aware of the responsibility for preserving the life, health and working capacity of employees in the process of work and strives to ensure the implementation of international best practices in occupational health and safety management at its enterprises.

The main provisions of this experience are laid out in a strategic document – a set of “golden rules” that govern companies, enterprises and institutions in the countries of the European Union. The company ensures the implementation of leading international experience in occupational health and safety management.

Policy in the field of occupational safety and health, industrial and fire safety, road safety

The SOE Company has built a health and safety management system based on the ISO 45001 international standard.

One of the main activities of the SOE Company is to ensure the continuity and reliability of the work of production facilities.

Therefore, industrial safety in the SOE Group of Companies is a component of safety systems, the management of which is regulated by current standards and regulatory documents.

The legal grounds for the operation of the industrial safety management system in the company are the laws of Ukraine, in particular:

  • Article 4 of the Law of Ukraine “On Labor Protection” states that one of the principles of state policy in the field of labor protection is “increasing the level of industrial safety by ensuring continuous technical control over the state of production, technologies and products”;
  • Article 8 of the Law of Ukraine “On Objects of Increased Danger” (harmonized with directive documents on industrial safety of the European Union, in particular with the EU directive SEVESO II (Directive 96/82/EU)) contains the obligations of economic entities activities to ensure the operation of high-risk facilities with the minimum possible risk, as well as to fulfill the requirements of this law and other legal acts that regulate the activities of high-risk facilities.

In order to improve safety standards, to ensure the implementation of the best global advanced HSE standards, the SOE Group of Companies has built an Industrial Safety Management System, within which work is planned aimed at increasing the level of industrial safety, and the activities of the SOE Group of Companies are evaluated and improved in this direction.

The built management system is unique and has no analogues not only in the industry, but also in Ukraine. During its implementation, the requirements of the most modern international standards were used: ISO 9001, ISO 45001 and ISO 14001.

Over the years of its existence, SOE has proven and continues to confidently prove its ability to perform security functions efficiently and reliably.

Ensuring civil protection, fire and man-made safety is a component of production and other activities of officials and employees of enterprises. Civil protection, fire and man-made safety are ensured by carrying out organizational and technical measures aimed at preventing fires, ensuring people’s safety, reducing possible property losses and reducing negative consequences in the event of their occurrence, creating conditions for successful fire extinguishing.

At the company’s production facilities, provision of civil protection, fire and man-made safety is carried out by organizing and conducting control of the state of civil protection, fire and man-made safety, timely detection of deviations from the established standards on these issues, planning, implementation and monitoring of the fulfillment of requirements on the issues civil defense, fire and man-made safety at all levels of production management.

Therefore, our company has the only certified mobile laboratory in Ukraine for conducting research and industrial experiments on cavitation treatment of various liquid media under specified technological conditions: temperature of the working environment, pressure, flow rate, introduction of additional additives and mixture components. The laboratory has two independent cavitation units of different performance with all the necessary technological equipment, including pumps, pipelines, heat recovery units, storage tanks and regulatory equipment. In addition, there is a telemetry system for determining more than 50 technological parameters of the experiment and programmable automation for research within the given technological parameters. All of this allows mobile solutions to the Customer’s specific tasks, including the possibility of connecting to the technological scheme of a working enterprise in order to evaluate the real efficiency of the equipment and optimize it taking into account the specifics of operation at the stage of launching into production.

It is Europe’s first innovative modular system, working name “Solar-Wind”, which forms a canopy of solar protection material over large surface areas. The system is made on the basis of light, elegant cable-stayed structures that perfectly fit into the architecture of buildings and structures. The main task of the system is to create a favorable microclimate for plants and people.

Our company has implemented and uses a quality management system. According to the audit conducted by DQS GmbH Deutsche Gesellschaft zur Zertifizierung von Managementsystemen, we were awarded the ISO 9001:2015 certificate: Development, production and implementation of energy-efficient, energy-saving equipment and technologies, providing engineering services, services of a general designer and contractor in the field of energy use and energy saving.

√ On 05/28/2018, an emergency situation occurred in the city of Kremenchuk, the chimney of the district boiler house belonging to KP “Teploenergo” fell. The whole district of the city was under threat of lack of heating. Our company has been cooperating with the city for many years, so we immediately responded to the proposal of representatives of the city council to carry out works to restore the efficiency of the boiler house. In difficult conditions, the EPS contract for the design, manufacture and installation of a new chimney was completed in a very short time.

An agreement was concluded with the company “Alfa Laval Aalborg A/S” to conduct technological tests of the SEP-10M cavitation apparatus at the “Aalborg” test center in Denmark. SEP-10M was delivered to Denmark.
Alfa Laval’s world-renowned marine test and training center in Aalborg, Denmark, concentrates today’s innovations, creating a springboard into the future. Here, equipment, programs and process lines are tested at the scale of an ocean-going vessel – with control and convenience not possible at sea.
The 1,350 m2 test space offers a wide range of possibilities. One part is a full-scale engine room simulation with Alfa Laval products integrated into the main process lines around the ship’s 2MW diesel engine. Another, which reflects the growth of LNG and other gaseous fuels, focuses on combustion technology in burners, heating systems and inert gas systems. Seawater for all systems comes directly from the Limfjord, which connects the Kattegat Strait to the North Sea.
A single integrated control system connects all equipment with the control room and training complex. Thus, Alfa Laval can use part or all of the center for specific purposes, from evaluating individual customer configurations to laying the foundation for new solutions in the field of energy saving, safety and environmental protection.

√ Our company won the tender for the pre-project evaluation of the actual heat load of the Rakivka housing estate in Kremenchuk

In accordance with the terms of the Priority Investment Program (PIP), which is implemented on the basis of the contract between the city of Kremenchuk, KP “Teploenergo”, NEFCO, Danida Business Finance and based on the Feasibility Study report performed by the Ramboll company, the implementation of the investment project has begun, in the warehouse.

– EUR 6.5 million loan from NEFKO;
– a grant in the amount of EUR 3.5 million (35%) from Danida Business Finance;
– EUR 2.7 million of local financing, including VAT coverage.

According to the work plan, a tender was held in June 2022 to carry out a complex of works for the implementation of the project, and financing was opened at the end of the year.
The technical components of the PIP include:
1) Biomass boiler house with a capacity of 1 x 4.0 MW,
2) 2 x 20.0 MW boiler house on natural gas (2 water heating boilers with dry economizer)
3) 3,000 m3 low pressure steel storage tank
4) Network improvements by changing from a 4-pipe system to a 2-pipe system. In addition, 710 m of transit pipes are needed to connect six new heating points.
5) 122 modern heating points, of which 84 are individual heating points, both for space heating and for DHW, 21 group heating points, 4 ITP only for DHW and 13 for space heating.
6) System of centralized dispatch control and data collection (SCADA)

A set of works was carried out to analyze the possibility of using existing heat generation capacities to create a backup emergency heat supply system for the left-bank part of the city of Kremenchuk.

By order of the Municipal Enterprise “TEPLOENERGO” of the Kremenchuk City Council of the Kremenchuk District of the Poltava Region, we performed a set of robots to analyze the possibility of using existing heat generation capacities to create a backup emergency heat supply system for the left-bank part of the city of Kremenchuk.
With the help of this program, the city of Kremenchuk managed to attract 5 million euros of aid from the Danish government, and 40 MW of thermal power reserve was created in block-modular design of 4 MW per block.

In 2023, the company completed an international contract commissioned by the Viessmann company, financed by the government of the Kingdom of Denmark under the control of NEFCO, for the production of five block-modular gas boilers with a total capacity of 20 MW. The contract was completed within the agreed time frame without quality issues.

√ Our company won the tender for the development of an emergency backup heat supply system in Bila Tserkva.
This is a project that covers the entire heat supply system of the city with the design of new heat networks connecting 13 existing heat stations, construction of new heat stations with a total capacity of over 116 MW.
The purpose of this large-scale work, which covers the critical infrastructure of the city with a population of over 200,000, is to involve donor organizations, international technical and humanitarian aid projects operating in Ukraine during martial law.
